And this is a consistent occurrence since I installed it this afternoon (I've had to restart several times for related and unrelated software updates). In the Task Manager, I can see two instances of "Symantec Service Framework" (ccsvchst.exe *32), one under user name "SYSTEM" and one under my own user name. Previously, I used AVG, and it followed the same practice of creating an instance for each user, but still only one System Tray icon.

Is it running two separate instances? (aka you can close one and the other continues to work fine)
Service host is behaving as it should. Though you shouldn't have two on the task bar. Norton does a self check to make sure it boots with the PC, if it does not see itself fully loaded it starts another.
Things that might cause this are usually a defragmented hard drive loading it to slowly, or low system RAM causing longer than expected load times.

It doesn't provide a "Close" or "Exit" option in the right-click menu.
