Not going to work, Display Ports like HDMI do NOT carry power. You need a longer (active powered?) USB extension (Hub?) to your PC.

I can't say for sure, but I think this might be normal STARTUP behavior of some new graphics cards. Most new high performance cards do a spin test and then stop, and do NOT spin up until there is temp......
